Agreed, it is no utopia where You cannot do any Ethical thing You want to.
And what I aim for is not One with "authority" over any Other that that Other did not consent to, freely and fully informed. Where We all have "authority" to mete Ethical consequences to Any who choose to break the three Laws.
Therefore, We are free to do any Ethical thing We choose. It may not be a utopia - there will always be problems to solve - but it will be better than now by leaps, bounds, and wormhole trips.
