Things like this are very controversial. It is never about saving lives only, an hospital is built not just for that. Saving lives might be primary but it is only through bills that are paid that keeps the establishment afloat. People act really funny when their treatment is settled and all that is left is bills payment.
No one is happy about denying their fellow humans of treatment but it is just how things are.

The primary purpose of a hospital is to save lives. But yes, bills are necessary too. It's the way they go about it, couldn't there be a better way? People though are actually funny, so it's not a clear cut situation.
Things are like that but they shouldn't be like that.
