I'd start by looking through those not in the top 20.
By supporting only witnesses as they fall out of the top 20 can we learn which are not favored by the current 'controlling obsoletes'.
Those not favored, excepting 'bad actors', are probably the ones to support.

I'm impartial, but only because I'm new here and therefore quite ignorant to it all; history of the chain and whatnot. But it's good advice you give, thank you. Are all witness votes equal in value or is it stake-weighted too, like curation votes?
Witness votes are stake weighted.
The chain is much, much better than before the fork to hive.
Many of the greediest were run off at that time.
It also became easier to enforce the 'original content, every time' standard then, too.
We are early still.
Buy more hive.
