Psycho Pass - Can we punish someone for a crime they might commit ?

Psycho pass anime take place in a futuristic version of Japan in which the country is governed by Sibyl an AI system than scan people mental states and rate them. This mental state and rating is making a "crime coefficient" which is a number predicting the probability/possibility that the person commit a crime. If the crime coefficient a certain threshold they can go in prison or be executed without further paperwork.

The anime is very well made and story have a good rhythm, antagonist & protagonist are both really well written.
I won't spoil it to you, but basically a rookie Akana have strong morals and question the system and if it still is justice or just hazardous. In the anime the antagonist is a sir that can commit as much crimes as he want without his psycho pass changing which make him "unbeatable" and will bring the protagonist to question her work.

The story is entertaining and interesting but that's not what we are here for, what i was paying the most attention at while watchin the anime was the core themes of this anime especially something that wouldn't really be concevable in today world, punishing people for crimes they might possibly commit in the future. I don't know for you but if tomorrow we change our current legal system (that is not perfect) for this supposedly perfect legal system i'm unsure if i would still enjoy life/ the way of living the same way. Another thing in this anime society is that every one seem like empty after always doing everything "perfectly" is it not everyday non-planned surprises that make the worth living ?

On a more strictly legal level, how could we know that the system is working correctly and not having any défaillance that send innocent people to prison or to death. What if we use a similar technology to detect "probable criminal" and then bring them to some sort of social help centers in which we understand what the trouble is and "heal" the want to commit a crime without ever punishing before a crime we could still afford to reduce crime but at the price of scanning everyone actions 24h/24 would you like such a system that kinda erase your privacy to reduce the criminality rate.

You can go deeper in the analysis and theorize a bit about how you would setup a similar system.
