I think it is working but there was a change in how the rewards are given, a few weeks ago. I mentioned it somewhere but probably not everyone has seen it.

Once someone has over 600 GEMs then there is no further GEM Rewards from battling. This is to keep GEMs limited in quantity. Coming "soon" is the ability to use GEMs in battle, and the ability to craft them into rarer more powerful GEMs. So the "source" needs to be within limits especially until the "sink" / use case for the GEMs is implemented. This makes each individual GEM worth a little more since there is this cap and their supply doesn't have unlimited inflation.
