Actually, it goes back to Bush who started the research on corona virus. Obama's big thing for being brought in was to set up the medical so hospitals wouldn't go bankrupt, Obama is even quoted as having said he had a feeling that medical insurance was going to get more popular in time, or something similarly close without having to look it up. A push to cover more African Americans who have had decades of being unfairly covered is a pretty good excuse to push expansion of health care that has been denied for decades despite all the political promises of. Next they just needed someone with "the right ingredient" to set it up and off. I cover it all pretty extensively in the op I did on the three of them, took two parts to cover it all.
