Punishment is necessary to contain crime in the society and I believe it's not that it's not effective, it's just hardship, revenge and the likes that makes people go into crime despite knowing what their actions will lead to.

It's indeed necessary. That's a valid statement as to why people still go into crime knowing the punishments that lie in wait.
