It's a violation of the law to do that, so they just aren't.

It can't be.
Gov't is simply force.
Gov't can do nothing that doesn't come out of the barrel of a gun.
When you call for 'the government' to do things, you call for men and women with guns to force others to do what you say.
If you haven't caught on, there is no 'government'.
There is only an armed, organized gang of men and women that force others to pay and obey.
You are now presented with an opportunity to choose your side.
Be sure you are committed, because each side will get exactly what it has coming.
