Obviously, the witnesses can't be expected to shake up the power structure themselves.
That is up to us, 'the community'.
No need to make new rules about this or that, simply only vote your favorite witnesses when they fall out of the top 20.
When they get to 19, or above, take your vote back.
Vote a lower witness higher.
Presuming we are not under attack, again.
I'd like to see more backup witnesses get more rewards.
That can't happen if the top 20 never changes.
If voting is static, nothing changes.
However, if you only vote your favorite witnesses when they fall out of the top 20, turn over is an inevitable result.

Just been shuffling my witness votes around in order to put more on those below the top 20. I could probably do with moving some more, but we don't always know those ones lower down. Perhaps I should start chatting to a few.
I'm sure they are mostly wonderful people.
Until they get into the top 20 we can't know what they will do with the responsibility when we are attacked.
If you don't want to do the research yourself, you can always proxy to somebody that you find responsible enough.
