And in this case, sir, we use it in the context of

"hello friend, how are you?" It's like "SIR" and at the same time it implies "hello"

It's complicated to explain, because it's more like a linguistic consensus of greeting without saying it completely.

Sounds like you use it in the same way as "what's up" or "sup" 😃

That's a good thing to know before going to Venezuela.
By the way, how many there speak English? I have often seen people from there saying they are not good at English so I'm just wondering

If that's the meaning, Something very similar.

it's that not many people are fluent in English, even though it's a required subject in high school. Soon Venezuela will be a different place, and I'm sure we'll attract tourism. So you'll be welcome just like @forykw We have the tallest waterfall in the world and that is something wonderful "Angel Falls"
