Frivolous work being done everywhere, elections are near so those still in charge are trying to do the most visible jobs. They really believe people will see the newly paved roads and cast their vote for them, such a basic way of thinking. And in some places, the work being done is impressively stupid, so let's do a dangerous narrow road and right next to it let's do an unnecessary huge concrete channel, that makes a lot of sense...

Hmmm......that does seem kind of odd. I would think there might be a lot of cars that might find their way into it!
