RE: Did you get downvoted today?

A sensible reaction to a downvote received is to wait and see. One time is no time, as they say. If I receive a one-time downvote, I don't necessarily need to know why, I can often explain it to myself and always have some idea. So if I don't react to it, I also spare the other person a counter-reaction. If I remain calm, the other person can also remain calm.
Where it gets nasty is when my postings are politically explosive and I find that the downvoters vote down my publications - as well as all comments - in series. I believe that such condemnable downvotes hardly ever happen any more. Of course, I don't know for sure, I would need facts. Your message seems to be to obtain or observe them.

If you see somebody flagging often, that isn't being followed, let me know and I will have them added to the list.
