Yes, Preying on people's kindness is certainly something people do for money. I see children in Manila who beg for money all the time. Some do it for their family to be sure, others do it for bosses who take the money to enrich themselves.
Taking care of the less fortunate is important but being ripped off by them isn't.
When in Canada I give to the church which offers food to those in need. I give to the Salvation army which provides food, shelter and medical care to those in need.
... but direct gifts ... I wish I could trust that it would be used wisely but I hear you about not giving directly.
